सम्मानजनक रोजगार, शिक्षा, स्वास्थ्य, सुरक्षा के लिए ‘युवा स्वाभिमान पदयात्रा’

 दो करोड़ नौकरियां हर साल देने का वादा करके सत्ता में आये मोदीजी ने अपने कार्यकाल में उल्टे दो करोड़ से ज्यादा रोज़गार छीन लिया। अब सरकारी क्षेत्रों, रेलवे, कोल इंडिया, LIC,  BPCL, Air India, HAL आदि का निजीकरण करके, वो बची हुई नौकरियों पर भी हमला बोल दिए हैं।

आज देश में बेरोजगारी की दर बढ़कर 9.1% और  विकास दर  जीडीपी घटकर (माइनस) -23.9 तक गिर गई है. ऐसे  दौर में देश के प्रधानमंत्री नौजवानों को मूर्ख बनाने, मज़ाक उड़ाने व मोर नचाने में व्यस्त हैं और वित्त मंत्री “एक्ट ऑफ गॉड” कहकर अपनी जिम्मेदारी से बच जाना चाहती हैं।
दो करोड़ नौकरियां हर साल देने का वादा करके सत्ता में आये मोदीजी ने अपने कार्यकाल में उल्टे दो करोड़ से ज्यादा रोज़गार छीन लिया। अब सरकारी क्षेत्रों, रेलवे, कोल इंडिया, LIC,  BPCL, Air India, HAL आदि का निजीकरण करके, वो बची हुई नौकरियों पर भी हमला बोल दिए हैं। जिन रिक्त पड़े पदों के लिए फार्म निकाले गए उनकी भी नियुक्ति नहीं हो सकी। रेलवे की डेढ़ लाख पदों के लिए फार्म 2019 में लोकसभा चुनाव से पूर्व भराया गया, जिसमें 02करोड़ 42 लाख आवेदन फार्म ₹500 देकर भरे गए लेकिन अभी तक परीक्षा नहीं हो सकी, एसएससी सीजीएल 2018 की 11,271 पदों के लिए 4 मई 2018 को विज्ञापन आया लेकिन अभी तक अंतिम परिणाम जारी नहीं हुआ.
उत्तर प्रदेश सरकार भी रोजगार देने के बजाय छीनने का काम कर रही है। प्रदेश के सभी आयोगों, बोर्डों (उ. प्र.लोकसेवा आयोग, उच्चतर शिक्षा सेवा आयोग, उ. प्र. अधिनस्त शिक्षा सेवा चयन आयोग, माध्यमिक शिक्षा सेवा चयन बोर्ड, पुलिस भर्ती बोर्ड ) में न सिर्फ नौकरियां कम हुई है बल्कि परीक्षाओं में अनियमितता व भ्रष्टाचार आम बात होती जा रही है, सभी संस्थाएं समय से परीक्षा, परिणाम व नियुक्ति देने में अक्षम हो गई है। प्रधानमंत्री महोदय 06 माह में नियुक्ति देने की बात करते हैं लेकिन 6 साल में भी नियुक्ति पूरी होती नहीं दिखाई देती, भर्तियों में भ्रष्टाचार व न्यायालय में मामला लंबित  होने का एलटी, 69000 शिक्षक भर्ती बानगी भर है। रोजगार देने की जिम्मेदारी सरकार की है लेकिन आज नौजवानों को आयोग के गठन, सदस्यों की नियुक्ति, पदों का विज्ञापन, परीक्षा, परिणाम, नियुक्ति पत्र और नियुक्ति  के लिए सड़क पर आंदोलन व न्यायालय का रास्ता अपनाना पड़ता है। आज सरकार ज्वाइंट सेक्रेटरी के पद पर लैटरल एंट्री के द्वारा नियुक्त कर  लोकसेवा आयोग की स्वायत्तता व आरक्षण की व्यवस्था ख़त्म कर रही है, जो संस्था के साथ संविधान पर चोट है। इसी तरह उ. प्र. सरकार 05 वर्ष तक संविदा पर नियुक्ति(जिसमें हर 6 माह में परीक्षा व 60% अंक अनिवार्य)  के नाम पर भ्रष्टाचार, भाई-भतीजावाद व मनचाहे लोगों को ही मनमाने तरीके से नियुक्ति देने व चतुर्थ श्रेणी की भर्तियों पर रोक लगाने की योजना बना रही है।
राष्ट्रीय शिक्षा नीति(NEP) 2020 का आधार, प्रधानमंत्री का सबसे मशहूर जुमला “आत्मनिर्भर” होने का है। अर्थात सरकार “निजी तथा सार्वजनिक-परोपकार की साझेदारी” के नाम पर, स्वयं शिक्षा सुनिश्चित करने के बजाय, प्राइवेट सेक्टर को सौंप रही है l NEP-2020 निजी कंपनियों और सरकार को सामाजिक न्याय सुनिश्चित करने के लिए उनको जवाबदेह नहीं ठहराती है। इससे सामाजिक एवं आर्थिक रूप से हाशिए पर स्थित समुदायों को प्राइमरी से लेकर उच्च शिक्षा से बाहर का रास्ता दिखाया जाएगा, इस नीति से समावेशी, सामान गुणवत्तापूर्ण शिक्षा का सवाल ही गायब कर दिया गया है। प्रदेश सरकार SC, ST का जीरो (0) रुपए शुल्क पर प्रवेश की व्यवस्था ख़त्म करने के साथ  छात्रवृत्ति व शोधवृत्ति को कम कर रही है ताकि गरीब, वंचित समाज के छात्र शिक्षा से व महंगे प्रोफेशनल कोर्स में दाखिल होने से ही बाहर हो जाएं।
महिलाओं, गरीबों, वंचित समुदाय के लिए स्वास्थ्य व सुरक्षा पाने के विषय में सोचना अपराध हो गया है। स्वास्थ्य सुविधा के नाम पर सरकार हेल्थ कार्ड दे रही है जिससे आदमी का इलाज कम मौत का कारण ज्यादा बन रही है क्योंकि प्राइवेट हॉस्पिटल पूंजी बनाने के लिए अतिरिक्त बीमारी बनाकर पैसा वसूलना चाहते है।

युवा स्वाभिमान पदयात्रा के लिए आह्वान करते नौजवान
(पदयात्रा 28 सितंबर से 09 अक्टूबर, इलाहाबाद से लखनऊ तक )

“आपदा को अवसर” बनाने की कला यहां पर खूब दिखती है, समाज में अपराध अन्याय ख़त्म कर लोगों को सुरक्षा देने के बजाय अपराधियों, माफियाओं, बलात्कारियों के पक्ष में सरकार खुद खड़ी दिखाई देती है, अपराध ख़त्म करने के नाम पर काला कानून यूपीएसएसएफ व एनकाउंटर राज कायम कर लोगों में दहशत पैदा किया जा रहा है ताकि कोई व्यक्ति व संगठन अपने लोकतांत्रिक आवाज़ को बुलंद न कर सके।

आज किसान, मजदूर, कर्मचारी, महिला, नौजवान, छात्र सब सरकार की जन विरोधी -देश विरोधी नीतियों से त्रस्त होकर विरोध प्रदर्शन के लिए मजबूर है. ऐसे दौर में युवाओं ने *युवा स्वाभिमान पदयात्रा* (28सितंबर से 09अक्टूबर ) तक इलाहाबाद से लखनऊ तक, निम्न मांगो के साथ निकालने का निर्णय :

1- सम्मान जनक रोजगार को मौलिक अधिकार बनाओ।
2- डॉ.अंबेडकर राष्ट्रीय शहरी रोजगार गारंटी कानून (DANUEGA) (डनुएगा) बनाओ।
3- रोज़गार न देने तक *युवा स्वाभिमान भत्ता* प्रतिमाह रु.18000 का कानून बनाओ।
4- 05वर्ष तक संविदा पर नौकरी का प्रस्ताव रद्द करो।
5- रिक्त पड़े सभी पदों को शीघ्र भरो।
6-आयोगों -बोर्डों को भ्रष्टाचार मुक्त, नियमित व पारदर्शी बनाओ।
7- 06माह में नियुक्ति प्रक्रिया पूरी करो।
8- फार्म का दाम मुफ़्त करो, एडमिट कार्ड को यात्रा पास घोषित करो।
9- लैटरल इंट्री पर रोक लगाओ।
10- रोज़गार के सभी लंबित मामले को फ़ास्ट ट्रैक कोर्ट बनाकर यथाशीघ्र निपटारा कराओ।
11- नौकरियों में समुचित आरक्षण दो, बैकलॉग की भर्तियों को तत्काल भरो।
12- ठेका प्रथा समाप्त करो, आशा, आंगनबाड़ी, रसोइया, सफाई कर्मी, रोज़गार मित्र, सहित सभी स्कीम वर्कर्स        को स्थायी करो।
13- चतुर्थ श्रेणी की भर्ती पर रोक का प्रस्ताव वापस लो।
14- जनता की सवारी रेल सहित सार्वजनिक क्षेत्र को बेंचना बंद करो।
15- नई शिक्षा नीति वापस लो, शिक्षा को बाजार की वस्तु बनाना बंद करो।
16- मुफ़्त गुणवत्तापूर्ण समान शिक्षा के लिए ‘कॉमन स्कूल सिस्टम’ लागू करो।
17- प्रोफेसनल्स (बीटेक, एमटेक, बीफार्मा, एमफार्मा, बीबीए, एमबीए बीसीए, एमसीए, होटल मैनेजमेंट, बीएड, बीटीसी आदि ) उतने ही तैयार करो जितने की जरूरत(खपत) हो।
18- गुणवत्तापूर्ण सार्वजनिक चिकित्सा की गारंटी करो।
19- काला कानून यूपीएसएसएफ रद्द करो, आंदोलनकारियों पर लादे गए मुकदमें वापस लो।
20- अपराध, हत्या, दमन पर रोक लगाओ, भय मुक्त समाज बनाओ।
